세액공제 혜택 동맹국 기업에 동일 적용 요청 대한상공회의소와 한국무역협회, 전국경제인연합회, 중소기업중앙회, 한국경영자총협회, 한국중견기업연합회 등 경제6단체가 미국 정부와 의회에 '인플레이션감축법'(IRA)에 포함된 세액공제 혜택을 동맹국 기업에 동일하게 적용해 줄 것을 공식 요청했다.
경제6단체는 공동 명의로 미국 주요 상·하원 의원과 부처 장관 앞으로 IRA 개정을 촉구하는 서한을 보냈다고 17일 밝혔다.
서한에서 경제단체들은 IRA에 포함된 전기차 세액공제 차별 규정에 우려를 표하고 한·미 간 더 큰 협력을 이어나가기 위해 차별적 조항을 수정해 줄 것을 거듭 촉구했다.
경제단체들은 서한에서 한국 경제계가 한·미FTA 체결부터 인도·태평양경제프레임워크(IPEF) 참여에 이르기까지 양국 경제협력 확대를 적극적으로 지지해왔음을 강조했다.
또 삼성전자, 현대자동차, SK, LG그룹 등 주요 대기업들이 지속적인 투자로 미국 내 양질의 일자리 창출과 지역 사회 발전에 기여했고 올해는 대규모 투자 계획을 발표하며 양국 경제협력의 중추적 역할을 담당해 왔다고 주장했다.
그러면서 IRA는 북미지역에서 생산된 전기차에 대해서만 세액공제를 적용하고 일정 비율 이상의 북미산 배터리 부품을 사용토록 규정하고 있어 국제무역 규범과 한·미FTA 규정을 위배할 가능성이 높다는 우려도 표했다.
경제단체들은 미국 의회와 행정부에서 북미산 전기차와 배터리 부품에 한정한 세액공제 혜택을 미국 동맹국 기업에게도 동일하게 적용될 수 있도록 차별적 요소를 삭제해달라고 요청했다. 동맹국 생산 전기차까지 차별하는 현재의 IRA 규정은 양국 협력 강화 기조에 맞지 않다는 이유에서다.
법 개정 대안으로는 라파엘 워녹(Raphael Warnock) 상원의원과 테리 스웰(Terri Sewell) 하원의원이 발의한 법안처럼 전기차 세액공제 요건의 '3년간 유예' 적용을 제안했다.
IRA 개정 촉구 서한, 상·하원 10명과 4개 부처 장관에 전달
IRA는 지난 8월 16일 바이든 대통령의 서명으로 즉각 시행됐다. 법안에는 미국에서 구입하는 모든 전기차에 부여되던 세액공제 혜택을 북미지역에서 최종 조립된 전기차로 한정하고 '23년부터는 일정 비율 이상의 북미산 배터리 부품을 사용해야 하는 규정이 담겨 있다.
IRA 개정을 촉구하는 서한은 경제6단체 공동 명의로 미국 주요 상·하원 10명과 4개 부처 장관에게 전해진다.
상원은 척 슈머 의원(Chuck Schumer, 민주), 미치 맥코넬 의원(Mitch McConnell, 공화), 론 와이든 의원(Ron Wyden, 민주), 마이크 크레이포 의원(Mike Crapo, 공화), 패트릭 리치 의원(Patrick Leachy, 민주) , 리차드 셀비 의원(Richard Shelby, 공화) 등 6명이 포함됐다.
하원에서는 낸시 펠로시 하원의장(Nancy Pelosi, 민주), 케빈 매카시 의원(Kevin McCarthy, 공화), 리차드 닐 의원(Richard Neal, 민주), 케빈 브래디 의원(Kevin Brady, 공화) 등 4명이 대상이다.
행정부 주요 인사로는 재닛 옐런(Janet Yellen) 재무장관, 제니퍼 그랜홈(Jennifer Granholm) 에너지장관, 지나 레이몬도(Gina Raimondo) 상무장관, 캐서린 타이(Katherine Tai) 무역대표부 대표 등 4명이 포함됐다.
경제6단체 공동 미 의회 및 정부 앞 IRA 개정 촉구 서한

Korea's six economic organizations are deeply concerned over the discriminatory provisions for EV tax credits under the Inflation Reduction Act (IRA).
The six economic organizations consist of the Korea Chamber of Commerce and Industry (KCCI), the Korea International Trade Association (KITA), the Federation of Korean Industries (FKI), the Korea Enterprises Federation (KEF), the Korea Federation of SMEs (KBIZ) and the Federation of Middle Market Enterprises of Korea (FOMEK). These organizations are non-profit organizations which represent diverse Korean companies such as large companies, exporters, SMEs and middle market enterprises. The organizations have long provided support for the expansion of economic cooperation between Korea and the U.S., including the signing of the FTA and Korea's participation in the IPEF. Recently, Korean companies have also announced plans to invest about ten billion dollars in the U.S., contributing to job creation and developing regional communities.
Against this backdrop, the organizations would like to express strong concerns over the fact that EV tax credit provisions, which discriminate against foreign-made vehicles, are included under Section 13401(a) of the IRA signed into law on the 16th of August. Applying tax credits to only EVs assembled in North America as well as requiring the use of battery components produced in North America over a certain percentage are a likely violation of international trade rules and the KORUS FTA, and run counter to the spirit of bilateral cooperation.
In this vein, the organizations ask the U.S. Congress and other relevant departments to remove such discriminatory provisions with a view to ensuring the equal eligibility of EV tax credits to EVs and battery components manufactured in allied countries of the U.S. Alternatively, the organizations request a grace period of three years before the implementation of EV tax credit rules, as stipulated in the bill proposed by Senator Raphael Warnock and Representative Terri Sewell.
Bilateral cooperation between Korea and the U.S. is of true significance when it comes to climate change, cutting-edge technology, supply chains and nuclear power exports. In order to maintain the momentum of cooperation, the issue of EV tax credits should be resolved in a swift manner. With that said, the organizations ask the honorable senators, congressmen and secretaries of the U.S. to undertake a careful review of this issue in order to expand cooperation and strengthen mutual trust between Korea and the U.S.
