[Reading Finance & Economy with Cho, Hong Kyoon] When Central Banks Pause, Interest Rates May Stand Still; but Uncertainty Does Not

The Bank of Korea (BOK), the U.S. Federal Reserve, the European Central Bank (ECB), and the Bank of Japan (BOJ) have either decided to hold interest rates steady or are expected to do so around the same time in late October 2026. The Bank of Korea held its policy rate last week, while the Fed, the ECB, and the BOJ are scheduled to announce their monetary policy decisions in succession this week. Rather than viewing this as a simultaneous halt in rate adjustments, it is more useful to see it as a period of synchronized waiting amid uncertainty. Why are central banks holding back at roughly the same time? What risks are they watching, and what does this episode tell us about the evolving role of central banks? Four key considerations deserve attention.

First, supply shocks are narrowing the range of monetary policy options.

Geopolitical tensions in the Middle East and rising energy prices can push inflation higher while simultaneously squeezing households' real purchasing power and businesses' profitability. Inflationary pressures remain persistent in the United States, while Europe is wary of the impact energy prices could have on inflation. Japan, too, is monitoring the possibility that higher oil prices and a weaker yen could fuel import-price inflation.

This is a classic monetary policy dilemma. When inflation is driven by excess demand, higher interest rates can help bring it under control. Supply-side shocks caused by war or energy prices, however, are much harder to resolve through interest rates alone. Raising rates may help stabilize prices, but it also increases the burden on growth and employment. Holding rates steady, meanwhile, risks allowing inflationary pressures to persist. A rate hold does not mean the inflation problem has disappeared. Rather, it signals that policymakers are weighing the costs and benefits of their options in the face of shocks that cannot be resolved through interest rate adjustments alone.

Second, financial conditions are tightening not only through policy rates but also through market rates.

The fact that central banks are not raising policy rates does not necessarily mean that financial conditions are easing. In October, the yield on the 10-year U.S. Treasury note reached its highest level in 24 years. Although yields subsequently retreated, the sharp rise in long-term Treasury yields demonstrated that financial conditions can tighten considerably even without a change in central bank policy rates.

Raising the policy rate is one way for a central bank to tighten financial conditions. Meanwhile long-term government bond yields, credit spreads, exchange rates, and lending conditions also determine the cost of financing for businesses and households. If market rates are already exerting a substantial tightening effect, central banks may need to reassess the benefits and costs of further policy rate increases.

Yet rising market rates should not automatically be interpreted as a form of tightening that works in central banks' favor. Higher yields may reflect a robust growth outlook, but they may also signal concerns about inflation expectations, fiscal risks, or the burden of government bond supply. In particular, if long-term yields rise because confidence in fiscal sustainability is weakening, this is not a welcome development that relieves pressure on monetary policy. It may instead be a warning that new risks are emerging for the broader economy and financial markets.

Against this backdrop, the U.S. Treasury's debt issuance strategy warrants close attention. The Treasury is scheduled to announce its quarterly issuance plan on November 4, the day after the November 3 midterm elections. Markets are watching for the possibility that Treasury Secretary Scott Bessent may consider reducing the issuance of longer-term bonds while increasing that of shorter-term securities. Such a move would aim to ease the supply pressure on long-term bonds and bring down long-term yields.

It remains uncertain, however, whether shortening the weighted-average maturity of government debt can sustainably reduce long-term borrowing costs. Issuing more short-term debt may ease the burden on longer-dated securities, but it also means that a larger share of the debt must be refinanced more frequently. Treasury yields reflect not only the maturity composition of issuance but also fiscal deficits, inflation, growth, and investors' confidence in government debt. If rising long-term yields are fundamentally driven by concerns about fiscal sustainability, financial engineering in debt management alone will not resolve the problem. The most reliable foundation for stabilizing long-term borrowing costs is confidence in the sustainability of public finances.

Third, a rate hold may be an observation period before the next decision, not the final destination.

The greater the uncertainty, the more advantageous it may be to wait for additional information rather than change policy prematurely. Holding rates steady is not the same as making no decision. It is a deliberate choice to preserve policy flexibility until new information becomes available. In such circumstances, the option value of waiting in monetary policy increases.

Of course, central banks are not pausing for identical reasons. The same policy action does not necessarily reflect the same policy judgment. Even when central banks reach the same decision to hold rates steady, the economic constraints they face, and the conditions that might prompt their next moves, can differ substantially. It is therefore more appropriate to view the current episode not as evidence that major economies are moving in the same direction, but as a moment when different risks and constraints are producing a similar outcome: a pause in rate adjustments. Central banks are assessing the effects of earlier policy decisions while monitoring the persistence of shocks and shifts in expectations. The current pause may be a preparatory phase for deciding what comes next.

Fourth, what central banks say, and what they do, matters more than ever.

The way central banks explain the risks they are emphasizing and the conditions under which they might act next can shape market expectations. The rationale for holding rates steady, and the criteria that will guide future decisions, may carry more significance than the decision to hold itself.

This connects directly to the debate over monetary policy communication raised by Kevin Warsh, chair of the U.S. Federal Reserve. Central banks should not make overly definitive promises about the future path of interest rates, but neither can they leave markets entirely to their own angles by offering no sense of direction. Predicting the future with precision is not a central bank's mission. What matters is helping markets understand which data and risks inform its judgments and under what conditions it would change course.

Central bank credibility cannot be built through words alone. It must be supported by policy consistency and the persuasiveness of actual decisions. Revising a judgment in response to new information does not undermine credibility. Trust is more likely to erode when a central bank cannot clearly explain why its assessment has changed. The essence of effective central bank communication lies in acknowledging uncertainty while setting out clear criteria for decision-making.

Seen in this light, the current episode of rate holds is fundamentally about more than interest rates standing still. It is a period of deferred action and a test of credibility. While central banks pause, markets continue to price assets and economic actors continue to form expectations about the future. Treasury yields move in response to assessments of fiscal sustainability and the inflation outlook, while energy prices reflect the effects of war and supply chains. Businesses and households make investment and consumption decisions based on their expectations for future prices and incomes. The fact that policy rates remain unchanged does not mean that financial conditions or economic judgments remain unchanged as well.

This raises a more fundamental question about the role of central banks. Are they institutions that set interest rates, or institutions that establish reliable points of reference in an uncertain economy? These two roles cannot be separated. Yet in an era when economic shocks move rapidly across geopolitics, public finance, technological change, and financial markets, the role of a central bank can no longer be fully explained by its interest rate decisions alone.

Recognizing the limits of monetary policy does not diminish a central bank's commitments. Rather, the nature of those commitments must continue to evolve. Even while central banks pause, the economy keeps moving, markets keep setting prices, and people keep anticipating the future. A pause in interest rates is not a pause in uncertainty. Indeed, the role of a central bank may become most apparent precisely when its policy rate remains unchanged. Central banks must be able to design a framework that people can trust even amid uncertainty. Their role must evolve beyond setting interest rates toward becoming trust designers of last resort in an era of profound transformation.
