'시장에 떠먹여 주지 않겠다' 워시의 통화정책 커뮤니케이션 실험
성공하면 금융지배 완화, 금융시장 질서 재설계로 통화정책 진화

지난주 미국 연방준비제도(연준)의 통화정책 결정은 시장에 어떤 영향을 주었을까. 이번 연방공개시장위원회(FOMC) 7월 정례회의 정책금리 동결 결정은 놀라운 일이 아니었겠지만 케빈 워시 연준 의장의 독특한 통화정책 커뮤니케이션이 ​​30년 만기 미 국채 금리를 글로벌 금융위기 이후 최고 수준으로 끌어올렸다는 평가를 받는다. 정책금리 동결에도 워시 의장의 통화정책 커뮤니케이션으로 시장금리가 움직인 것이다. 워시의 통화정책 커뮤니케이션을 한마디로 요약한다면 "시장에 떠먹여 주지 않겠다"(not to spoon-feed markets)는 것이다.

의장 취임 이후 워시는 오랜 관례를 깨고 시장에 널리 알려진 연준의 분기별 금리 전망 보고서인 점도표(dot plot)를 제시하지 않았다. 포워드 가이던스(forward guidance), 즉 사전적 정책방향 제시를 통화정책 결정문에서 삭제했다. 연준의 물가안정 의지를 힘주어 강조하되 정책금리의 향방에 대한 명확한 힌트를 제공하지 않고 있다. 그러면서도 워시는 6월과 7월 FOMC 회의 사이에 정책금리 변동이 없었지만 시장금리는 명목과 실질 모두 상승했다고 말했다. 

 

워시의 이러한 커뮤니케이션은 다분히 의도적인 것인가. 건설적 모호성(constructive ambiguity)이라는 전문용어까지 만들어진 앨런 그린스펀 의장의 통화정책 커뮤니케이션을 새삼 떠올리게 한다. 그린스펀의 건설적 모호성이 정책 의도를 감추는 기술이었다면 워시의 모호성은 시장이 스스로 가격을 발견하도록 만드는 형태의 커뮤니케이션에 더 가깝다고 여겨진다.

수년간 연준에 금리 인하를 압박해 온 도널드 트럼프 대통령은 이번 FOMC 회의 통화정책 결정 후 워시를 칭찬했다. 트럼프 대통령은 기자들에게 워시 의장은 금리 인하를 원하겠지만 다른 연준 정책결정자들은 정치적이고 금리를 동결하기를 원한다고 말했다. 세 명의 FOMC 위원들은 정책금리 0.25%포인트 인상을 지지하며 이번 금리 동결 결정에 반대표를 던졌다. 4월 FOMC 회의에서부터 통화정책 결정문의 금리 인하 가능성 시사 표현에 반대해 온 닐 카슈카리 미니애폴리스 연준 총재, 베스 해맥 클리블랜드 연준 총재, 로리 로건 댈러스 연준 총재다.

시장이 금리를 스스로 결정하도록 하겠다는 워시의 통화정책 커뮤니케이션에 대한 평가는 엇갈린다. 정책금리 인상을 분명하게 반대하는 트럼프 대통령을 의식한 정치적 고려가 작용하고 있지 않느냐는 비판이 있는가 하면 시장의 자율적 작동 내지 자율 긴축 효과(autonomous tightening effect) 등을 긍정적 측면으로 바라보려는 시각도 있다.

오랫동안 연준을 비판해 온 워시는 기존과는 다른 접근방법을 취하겠다는 의사를 밝혀왔다. 워시는 중앙은행이 새로운 통화정책 커뮤니케이션 전략을 이제 막 시작했을 뿐이라고 했다. 미 국채 금리 상승에 대해서는 연준이 공식적으로 금리를 인상하지 않고도 사실상 통화정책을 긴축시켰다고 말했다. 워시는 세 명의 FOMC 위원들이 금리 인상에 표를 던진 상황에서 연준이 지속적인 금리 전망과 논평을 내놓기를 바라는 시장의 마음을 이해하지만 연준은 시장의 반응을 보다 직접적이고 가감 없이 지켜봐야 한다고 강조했다. 시장금리 상승이 정책금리 인상을 대체할 수 있음을 시사한 것으로 볼 수 있다.

워시는 금융시장이 성숙한 가격 발견의 장이라고 믿지만 그동안 지나치게 과보호되어 위험 프리미엄과 변동성이 줄어들었고 그 결과 암묵적인 정책 지원이 없었다면 적절했을 수준보다 훨씬 높은 레버리지가 금융 시스템 전반에 걸쳐 누적되었다고 생각하는 것인가.

그렇다면 연준의 금리 인상이나 포워드 가이던스 없이 시장이 금리를 끌어올렸다는 점에 워시가 만족감을 표했을 때 오랫동안 부재했던 불확실성 프리미엄이 시장에 돌아오는 것을 말하고자 했을 수도 있다. 이러한 불확실성 프리미엄을 시장에 주입하는 것은 일종의 통화 긴축이 될 수 있는데 이는 과거 어떤 중앙은행 총재도 시도해 본 적이 없는 일이다. 그렇게 되면 시장 참가자들은 심판의 신호가 아니라 공의 움직임을 읽는 법을 다시 배우게 되는 것인가.

워시는 연준의 대차대조표 확대를 통한 양적 완화가 차입 비용을 줄였고 이로 인해 정부가 과도한 부채를 일으키게 되었다고 생각한다. 또한 포워드 가이던스가 시장 변동성을 억제하여 시장과 경제 전반에 걸쳐 레버리지 사용을 조장했다고 본다. 연준 의장이 시장 변동성을 높이고 차입 비용을 높이기 위해 포워드 가이던스를 덜 제공했으면 좋겠다고 말하기는 어려울 것이다. 그래서 워시가 모호하고 비유적인 표현을 사용하여 암묵적으로 메시지를 전달하려 하는 것인가.

중앙은행 총재가 시장 변동성을 높이는 것을 목표로 삼는다면 이는 무모한 것인가. 시장 위기를 산불에 비유하여 그 타당성을 주장할 수 있다. 작은 산불이 진압되면 덤불과 마른 나무, 즉 연료가 숲 바닥에 쌓여 결국 진화하기 어려울 정도로 크고 뜨거운 불이 발생하기에 완벽한 조건을 만든다. 마찬가지로 변동성이 억제되면 시장과 경제에 레버리지가 누적되어 결국 통제할 수 없을 정도로 큰 위기가 닥치게 된다. 즉 일상적인 변동성이 너무 적으면 궁극적으로 금융위기로 이어진다는 것이다. 그리고 금융위기는 완전고용과 물가안정이라는 연준의 책무에 직접적인 영향을 미친다. 금융위기는 고용을 위협하고 종종 대규모 재정 및 통화 개입으로 이어지는데 이는 다시 물가안정을 위협한다.

따라서 중앙은행이 입을 다물고 시장이 어느 정도 변동하도록 내버려 두는 것이 더 나을지도 모른다. 그동안의 시장 변동성 부족과 중앙은행 안전장치는 레버리지 증가를 부추겨 금융지배(financial dominance) 국면에 이르게 된 측면이 있다. 그런 점에서 간헐적인 시장 변동성은 불편하면서도 전체 금융 시스템에는 오히려 도움이 될 수도 있다. 통제된 불이 산림 생태계를 적절히 재생하며 통제 불가능하고 위험한 대형 산불 위험을 완화하는 것과 같은 이치다.

이와 같은 견해는 워시의 경제관, 정치적 성향, 그리고 연준 의장으로서 초기 행보와 매우 잘 맞아떨어지는 측면이 있다. 워시가 바꾸려는 것은 금리 수준만이 아니다. 그는 시장과 중앙은행의 관계 자체를 다시 쓰려고 한다. 지난 20여 년 동안 시장은 중앙은행의 언어를 해석하는 데 익숙해졌다. 이제 워시는 시장이 중앙은행의 말보다 가격을 먼저 읽도록 만들려고 한다. 워시는 금리를 움직이는 대신 시장이 스스로 금리를 움직이도록 만들고 있다. 워시는 정책금리가 아니라 불확실성 자체를 새로운 통화정책 수단으로 활용하려 하고 있다. 그런 점에서 워시의 접근은 불확실성 기반 통화정책(uncertainty-based monetary policy)이라 부를 만하다. 중앙은행이 정책 신호를 줄이는 대신 시장이 위험을 가격에 반영하도록 유도함으로써 시장주도 긴축(market-driven tightening)을 이끌어 내려는 전략이기 때문이다. 워시는 중앙은행이 시장을 이끄는 시대에서 시장이 중앙은행을 검증하는 시대로의 전환을 실험하고 있는지도 모른다.

만약 워시의 실험이 성공한다면 연준의 통화정책은 금리를 조정하는 영역을 넘어 시장의 위험 인식을 설계하고 금융지배를 완화하며 금융시장 질서를 재설계하는 새로운 단계로 진화할 수 있다. 실패한다면 시장은 더 큰 불확실성과 변동성만 떠안게 될 것이다. 어느 쪽이든 이번 실험은 현대 중앙은행 역사에서 중요한 통화정책 커뮤니케이션 실험 가운데 하나로 기록될 가능성이 있다.

 



[Reading Finance & Economy with Cho, Hong Kyoon] Speaking Less, Moving Markets: Kevin Warsh's Monetary Policy Communication

What impact did last week's monetary policy decision by the U.S. Federal Reserve have on the markets? While the Federal Open Market Committee (FOMC)'s decision at its July regular meeting to leave the policy rate unchanged came as little surprise, many observers believe that Federal Reserve Chair Kevin Warsh's distinctive style of monetary policy communication pushed 30-year U.S. Treasury yields to the highest level since the global financial crisis. In other words, although the policy rate remained unchanged, Warsh's communication strategy moved market interest rates. His approach to monetary policy communication can be summed up in a single phrase: not to spoon-feed markets.

Since taking office, Warsh has broken with long-standing Federal Reserve practice. He has declined to present the widely watched quarterly dot plot, the Fed's projection of future interest rates. He has also removed forward guidance, that is, explicit indications of the future policy path, from the FOMC statement. While emphasizing the Federal Reserve's unwavering commitment to price stability, he has deliberately refrained from offering clear hints about the future direction of policy rates. Meanwhile, Warsh has pointed out that although the policy rate remained unchanged between the June and July FOMC meetings, both nominal and real market interest rates increased. Was this communication strategy largely intentional? It inevitably recalls Chair Alan Greenspan, whose communication style gave rise to the term constructive ambiguity. Yet while Greenspan's constructive ambiguity was a technique for concealing policy intentions, Warsh's ambiguity appears closer to a form of communication designed to encourage markets to discover prices on their own.

After years of pressuring the Federal Reserve to cut interest rates, President Donald Trump praised Warsh following the latest FOMC decision. Trump told reporters that Warsh himself would likely prefer lower interest rates, but that other Fed policymakers were acting politically and wanted to keep rates unchanged. Meanwhile, three FOMC members dissented from the decision to hold rates steady, instead voting for a 25-basis-point increase. They were Minneapolis Fed President Neel Kashkari, Cleveland Fed President Beth Hammack, and Dallas Fed President Lorie Logan, all of whom had opposed language suggesting possible future rate cuts since the April FOMC meeting.

Opinions remain divided over Warsh's apparent intention to allow markets to determine interest rates themselves. Some critics argue that his communication strategy reflects political considerations stemming from President Trump's clear opposition to higher policy rates. Others, however, view it more positively, arguing that it promotes autonomous market adjustment or an autonomous tightening effect.

A long-time critic of the Federal Reserve, Warsh has made it clear that he intends to adopt a fundamentally different approach. He has stated that the central bank has only just begun implementing a new monetary policy communication strategy. Referring to the recent rise in Treasury yields, Warsh argued that the Federal Reserve had effectively tightened monetary policy without officially raising interest rates. Acknowledging that markets naturally desire continuous guidance and commentary, particularly when three FOMC members voted for a rate increase, Warsh nevertheless emphasized that the Federal Reserve should observe market reactions more directly and with less intervention. His remarks suggest that higher market interest rates may, at least in part, substitute for increases in the policy rate.

Warsh appears to believe that financial markets are fundamentally capable of efficient price discovery, but that they have become excessively protected over time. As risk premia and volatility were compressed, leverage accumulated across the financial system to levels that would likely not have been reached in the absence of implicit policy support. If so, then Warsh's apparent satisfaction with markets pushing interest rates higher, without either a policy rate increase or forward guidance, may reflect his belief that long-absent uncertainty premia are returning to financial markets. Injecting uncertainty premia into markets could itself constitute a form of monetary tightening, something no previous central bank head has explicitly attempted. If that is indeed the case, market participants may once again learn to respond not to the referee's signals but to the movement of the ball itself.

Warsh has argued that quantitative easing, through the expansion of the Federal Reserve's balance sheet, lowered borrowing costs and thereby encouraged excessive government indebtedness. He also believes that forward guidance suppressed market volatility and encouraged leverage throughout financial markets and the broader economy. Few Federal Reserve Chairs would openly declare that they wish to increase market volatility or borrowing costs by providing less forward guidance. Perhaps this explains why Warsh prefers to communicate through ambiguity and metaphor, conveying his message implicitly rather than explicitly.

Would it be reckless for a central bank head to deliberately tolerate greater market volatility? The analogy of forest fires offers a compelling perspective. When every small fire is extinguished, dry brush and dead wood accumulate on the forest floor, creating ideal conditions for an uncontrollable wildfire. Likewise, when market volatility is persistently suppressed, leverage accumulates throughout the financial system, eventually increasing the likelihood of a severe financial crisis. Too little day-to-day volatility may ultimately produce systemic instability. Financial crises directly threaten the Federal Reserve's dual mandate of maximum employment and price stability. They destroy jobs and frequently require massive fiscal and monetary interventions, which in turn jeopardize price stability.

From this perspective, the central bank may be better off remaining silent and allowing markets to experience a reasonable degree of volatility. The prolonged suppression of market volatility, together with central bank backstops, has arguably encouraged leverage and contributed to an era of financial dominance. Occasional bouts of market volatility, though uncomfortable, may therefore strengthen the resilience of the financial system as a whole, much as controlled burns regenerate forest ecosystems while reducing the risk of catastrophic wildfires.

This interpretation aligns closely with Warsh's economic philosophy, political orientation, and early actions as Chair of the Federal Reserve. What Warsh seeks to change is not merely the level of interest rates. He is attempting to redefine the relationship between the central bank and financial markets. For about two decades, markets have become accustomed to interpreting the words of the central bank. Warsh now appears determined to make markets read prices before they read the central bank's words. Rather than moving interest rates himself, he is encouraging markets to move them on their own. In this sense, Warsh is attempting to use uncertainty itself, not the policy rate, as an instrument of monetary policy. His approach may reasonably be described as uncertainty-based monetary policy. By reducing policy signals and encouraging markets to incorporate risk into prices, he seeks to generate market-driven tightening. In doing so, Warsh may be experimenting with a transition from an era in which the central bank guided markets to one in which markets increasingly test and discipline the central bank.

If Warsh's experiment succeeds, Federal Reserve policy could evolve beyond the traditional task of setting interest rates toward shaping market perceptions of risk, mitigating financial dominance, and redesigning the architecture of financial markets. If it fails, markets may simply be left with greater uncertainty and heightened volatility. Either way, this experiment is likely to be remembered as one of the most significant innovations in monetary policy communication in the modern history of central banking.
